Ability to do assessments inside OneVu that identify needs and integrates with directory of services. {{User story one}} As a Citizen/carer I would like to Be able to complete assessments that help me understand my needs/circumstances/interests. So I can Discover services that could assist me {{User story two}} As a Council officer I would like to Be able to create assessments and link these to needs/circumstances/interests So I can Direct citizens to services that have these needs/circumstances/interests tagged to them

It would be good if a call could be started without having to load an account but that prior to the call ending the user has to have linked it to an account. This ensure the total length of the call time can be accurately recorded. User Story Problem to solve Currently a person needs to search for/create a person before a call can be started which means call times are always incorrect.
