Allow back office staff to bypass eCiC form "customer details" page

Allow back office staff different access from the public to start an eCiC form by entering only a customers claim reference (instead of a customer's name, DOB, NINO, etc). This will save officers time filling out an eCiC form if they are called to help a customer over the phone or at the front desk. They will just need to verify the customers ID as they already do.
